What is General Amnesty?
* A General Amnesty will give undocumented workers who are physically present in the United States the ability to apply for lawful permanent resident status.
* Undocumented workers must meet
the following conditions:
1. The person must be of good moral character.
2. The person has not been convicted of a criminal
offense.
3. Be continuously present in the United States
for a period
beginning when the bill is signed into law.
Why do we need General Amnesty?
Ø Immigrant workers should have full workplace
rights in order to protect their own interests as well as the labor rights
of all American workers.
Ø Regulated legal immigration is better
than unregulated illegal immigration.
Ø Labor and business should work together
to design cooperative mechanisms that allow law-abiding employers to satisfy
legitimate needs for new workers in a timely manner without compromising
the rights and opportunities of workers already here.
Ø Labor and business should cooperate to
undertake expanded efforts to educate and train American workers in order
to upgrade their skill levels in ways that enhance our shared economic
prosperity.
The Amnesty proposal that this Coalition proposes seeks to obtain Permanent Residency for all workers, of all nationalities, who are in the country by the time the President of the United States signs the Amnesty Act. With this measure, and after Amnesty is approved, there would be a minimum of workers who would suffer the consequences of working as undocumented immigrants, exposed to the black market of false documents and the exploitation of employers.
With the signing of the Act,
workers would have two and a half years to prove that they have resided
permanently in the United States. This proposal includes the possibility
for family reunification, so that those soliciting Permanent Residency,
would also be able to solicit their children, wives, and husbands who have
had to wait for them in their respective countries.
